Durante la década de los 20 contribuyó a la renovación de los estudios médicos de la Universidad y también destacó como organizador no solo en la Facultad de Medicina sino también en la Junta Constructora de la Ciudad Universitaria, de la que fue secretario ejecutivo desde 1927 hasta la Guerra Civil. Cuando estalló la guerra fue nombrado ministro de Hacienda y en 1937 presidente del gobierno, cargo del que fue depuesto en 1939. Tras su exilio primero a Méjico y luego a Francia ejerció el cargo de presidente del gobierno republicano en el exilio hasta 1946.
